Bert Bell (1895-1959) NFL Commissioner. Bell was the first National Football League commissioner from 1945 until his death in 1959. He was the co-founder and co-owner of the Philadelphia Eagles.

He played at the collegiate level at the University of Notre Dame and the University of Wisconsin–Madison. Cancellation holes do not touch either signature.
